- supreme law of the land; prevails over any other conflicting law
- (2) TREATY & ACT OF CONGRESS
- Treaty – prevails over conflicting state laws. If treaty conflicts with a federal law, the one adopted last in time prevails.
- (3) EXECUTIVE AGREEMENT/ORDER
- Prevails over conflicting state law, but never over conflicting federal laws or the Constitution.
