  • Hierarchy of Laws
    • (1) CONSTITUTION
        • supreme law of the land; prevails over any other conflicting law
    • (2) TREATY & ACT OF CONGRESS
        • Treaty – prevails over conflicting state laws. If treaty conflicts with a federal law, the one adopted last in time prevails.
    • (3) EXECUTIVE AGREEMENT/ORDER
        • Prevails over conflicting state law, but never over conflicting federal laws or the Constitution.
    • (4) STATE LAW
